I hired a capsule from Hire for Baby in Canberra and the experience was pretty average. The capsule itself was in pretty good condition. It was a little older than I expected but was clean. The biggest issues were that the capsule wasn't fitted correctly and that I found out afterwards that there are cheaper capsule hire options in Canberra.
Kidsafe staff fit seats all day every day so they are well versed on all types of seats. You need an appointment to have seats fitted, for about $20 fitting fee. They check seats for free without an appointment, and also hire out and sell capsules and car seats. With the new car seat laws it's great to have your seat fitted/checked by someone who knows all there is to know about child restraints, safety and the law.
